Buying a gun in Oregon: good to know
- Waiting period
- No fixed period, but dealers must wait for a completed state background check before handing over the firearm.
- Handgun purchase permit
- Not currently. Measure 114's (2022) permit-to-purchase is delayed until Jan. 1, 2028 by HB 4145 (2026) and remains under challenge (Arnold v. Kotek, Oregon Supreme Court).
- Shipping and online purchases
- Watch Jan. 1, 2028: if Measure 114's magazine limit takes effect, sellers would stop shipping 10+ round magazines to OR. A 2025 law (SB 243) bans 'rapid-fire activators' (for example bump stocks and forced-reset devices).
How an FFL transfer works
When you buy a gun online or from someone in another state, it ships to a local licensed dealer (an FFL) instead of your door. The dealer logs it in, you fill out ATF Form 4473 and pass the background check, and then you take it home. Dealers charge a transfer fee for this, often $20 to $75. Call first: ask whether they accept transfers from your seller, what the fee is, and whether they need the seller to email a copy of their license.
