Buying a gun in Guam: good to know
- Waiting period
- No fixed waiting period identified. The Firearms ID card is issued within 30 days (60 if concealed carry is requested) after an FBI fingerprint check.
- Handgun purchase permit
- Yes. You need a Guam Firearms Identification Card from the Guam Police Department to own, possess or acquire any firearm (10 GCA 60106).
- Shipping and online purchases
- Firearms must ship to a Guam-registered dealer who holds an FFL, and the buyer must already have a Firearms ID card and register the firearm within 3 working days. SBRs, SBSs and machine guns can't be sold to Guam. For ammunition, 'restricted bullets' are banned. USPS won't carry ammunition, and UPS limited-quantity ground service doesn't reach Guam, so ammunition moves as hazmat freight to a registered dealer. This territory is treated as a 'State' under the federal Gun Control Act (18 U.S.C. 921(a)(2)); see the federal Territories section.
How an FFL transfer works
When you buy a gun online or from someone in another state, it ships to a local licensed dealer (an FFL) instead of your door. The dealer logs it in, you fill out ATF Form 4473 and pass the background check, and then you take it home. Dealers charge a transfer fee for this, often $20 to $75. Call first: ask whether they accept transfers from your seller, what the fee is, and whether they need the seller to email a copy of their license.
